In Germany the concept of "legal aid" ("Prozesskostenhilfe") has been established so that people with low income can also claim/defend their rights. 

The "Prozzesskostenhilfe" is a government support for people with limited income, i.e. the state bears the costs of the lawyer and the court in certain legal proceedings to make sure that no one is prevented from claiming their rights in court because of the high costs.
